RULES & CODES OF CONDUCT/BY-LAWS For
SUNBURY FUTSAL, MELTON FUTSAL, & ECHUCA FUTSAL!
INTRODUCTION.
The following document outlines the basic rulings of Futsal that are implemented in CVFA competitions, accompanied with a number of by-laws.
Please note: The onus is on the team coach to ensure that all team members know and understand these rulings.
LEAGUE RULES
It is the responsibility of each player/patron to be familiar with the appropriate League Rules before competition is played. All Leagues Under the CVFA Banner must familiarise themselves with these Rules and Codes.
CVFA/League Clubs CODE OF CONDUCT/ BY-LAWS
CVFA Code of Conduct is designed to provide all players / supporters / patrons / social league teams with important information which CVFA/Sunbury Futsal considers to be acceptable standard of behaviour and conduct. These codes illustrate how CVFA/ Sunbury, Melton, & Echuca Futsal expects your team/club should expect it’s members and guest to behave.
It is the responsibility of each player/patron to be familiar with the CVFA Code of Conduct as well as the appropriate League Rules for the competition played.
1. All teams must be approved by Management and Management reserves the right to reject any team registration.
2. All team names must be approved by Management and Management reserves the right to reject any name.
3. Coaches, Parents, and Spectators can receive Yellow and Red Cards with the same suspension penalties as applied to players.
4. CVFA have Zero Tolerance for Drug and Alcohol and reserves the right to reject entry to or remove anyone suspected of being under the influence.
5. Any type of abuse toward staff, players or any person on the premises, including verbal and physical abuse have serious consequences including life-time ban.
6. Strictly No animals at venues.
7. CVFA control is limited to the inside of the venue. Outside the venue is covered under Hired Venues Policy.
8. Costs will be passed on to the person responsible for any damage caused from misconduct wilful damage etc.
9. Smoking is banned at all CVFA Venue Premises.
10. All suspensions will be processed through the CVFA suspension policy and if required Tribunal will be held.
11. Any refunds must be requested in writing and Management reserves the right to reject refunds on case by case basis.
12. Children/Siblings left unattended will not be covered by any insurance while not playing game.
13. All referee decisions are final and scores remain as referee decides
14. Coaches and Team Managers may ask Referees questions, however, parents should speak to Coaches and Managers.
15. Any urgent issues for health and safety should be directed to Venue Manager.
16. Any abuse through Social Media will be dealt with in accordance with the CVFA No Bullying Policy.
17. Coaches and Team Managers must have WWC and CVFA will monitor this and will reject coaches without a current WWC.
18. Each team must have a Coach and Team Manager (Can be the same person if Required)
19.Coaches must be either 18+ or if under 18 have a adult sit with them to supervise.
20. All serious matters should be communicated through email directly to CVFA and not Social Media.
GENERAL CODE OF BEHAVIOUR:
1. A total ban on smoking, or the comsumption of alcohol and drugs at training and match venues.
2. Condemn the use of violence or abusive language in any form, be it by spectators, coaches, officials or players.
3. Support all efforts to remove racial, sexual, and religious vilification, verbal and physical abuse from sporting activities.
4. Do not intimidate, harass or use foul language towards, players, match officials, club officials or spectators.
5. Show respect and appreciation to club volunteers, including coaches, officials and administrators.
6. Ensure any incident or issues are raised to the Team Manager immediately.
7. Be professional in, and accept responsibility for your actions and behaviour.
8. Refrain from any behaviour that may bring the sport of futsal and CVFA and current leauges into direpute.
9. Understand there are repercussions if you breach, or are aware of any breaches, of this Code of Conduct.
10. Any non-member, non-player or non-parent breaching the Code of Conduct outlined in these By-Laws, may be asked to leave the grounds or venue at any time and from time to time and asked not to return.
Player Code of Conduct:
1. Play by the rules of the game and adhere to the competition rules.
2. Do not argue or abuse match officials. If you disagree, have your coach approach the match official during the break in play or after the match is concluded.
3. Control your temper. Verbal abuse of officials or other players, deliberately distracting or provoking another person is not acceptable or permitted in any sport.
4. Maintain your focus and work hard for yourself and your team.
5. Be a good sport and be prepared to acknowledge good play whether it is from your team or the opposition.
6. Remove all jewellery prior to training and match play, as it is a hazard to you and those around you.
7. Treat all players as you would like to be treated. Do not interfere with, bully or take unfair advantage of another player.
8. Cooperate with your coach, team mates and opponents. Without them, there would be no competition.
9. Do not accept or use any banned or unauthorised drug(s), including the consumtion of alcohol at any time.
Coaches Code of Conduct:
1. Never ridicule or yell at a child for making a mistake or being in a losing team.
2. Be reasonable in your demands on younger player's time, energy and enthusiasm.
3. Teach your players to abide by the rules and laws of the game.
6. Modify your approach to suit the skill levels and needs of players.
7. Develop and enhance respect between players, opposition coaches and the decisions of the match official.
8. Take time out to teach players ( & others) the laws of the game, hence raising their awareness.
9. Remind all players to play within the spirit of the game at all times.
10. Ensure players are good sportsman and ensure each team member shakes the hand of their opponents at the conclusion of every match.
11. Any fines issued to the club for coach offenses will be paid by the coach.
Parent Code of Conduct:
1. Remember that children play sport for their enjoyment, not yours.
2. Encourage all Children to participate, do not force them.
3. Focus on the child's efforts and performance rather then the result of the game (ie. winning or losing).
4. Encourage children to always participate according to the rules.
5. Never ridicule, or scold a child for making a mistake before, during, or after any training session or game.
6. Remember that children learn best by example, so applaud good play by both teams.
7. Applaud good play and performances from both teams, and be forward in congratulating all participants on their performance regardless of the final outcome.
8. Respect the match official's decisions and teach your child to do likewise.
9. Any decision made by the team's coach is final and no parent will challenge that decision. Any problems must first be reported to team manager.
10. Refrain from raising issues with coach at training times. (Takes time away from the players!)
11. Parents must not coach from the sidelines during matches and training.
CENTRAL VICTORIAN FUTSAL ASSOCIATION - Has a Zero Tolerance Policy for Spectators!
To ensure the safe and enjoyable playing environment for all players, participants, referee's and officials CVFA have in place a Zero Tolerance Policy for inappropriate behaviour for parents and spectators.
1. There will be zero tolerance shown towards any inappropriate or abusive behaviour from parents and spectators.
2. Any parent/ guardian and/ or spectator who feels the necessity to:
* Persistently or willfully question or challenge the decisions made by referees
* Berate or abuse referees
* Berate or abuse players
* Berate or abuse other parents or spectators
* Display conduct which is inappropriate in a sporting environment
Will be asked to leave the venue immediately. Failure to leave when requested will result in CVFA mangement taking appropriate action to safeguard the safety of players, spectators, and parents. No warnings need to be given in the event of the above action becoming necessary. A parent/spectator who has been requested to leave an event may be suspended directly or required to attend a tribunal hearing. It should be noted that any repeated inappropraite behaviour by a parent may have a impact on the playing future of their child.
All Spectators and parents have to take responsibility for their behaviour.
Any appeals against disqualification under this policy should immediatly be directed to the CVFA's mangement. This should be done through email, you can find our email on our website.
This action has become a necessary due to inappropriate and abusive behaviour at our games/trainings conducted by or on behalf of CVFA and our desire to nurture a safe competitive enviroment for our members and staff, must be safegaurded at all times.
CENTRAL VICTORIAN FUTSAL ASSOCIATION - Has a Zero Tolerance Policy for Team Officials!
The following policy and procedure will be in effect at all games which form part of the CVFA and any other sanctioned event.
1. There will be zero tolerance policy towards any inappropriate or abusive behavior from team officials towards game referees, players, venue coordinator's or members of the public.
2. Any team official ( coach, or team manager) who feels the necessity to:
* Persistently or willfully question or challenge the decisions of referees
*Berate or abuse referees
*Display conduct which is inappropriate in a junior sporting enviroment
Should expect to be disqualified from the game in question and be required to leave the court area. This disqualification notification will be issued by the venue coordinator, or referee manager working with CVFA. Any spectator observing such instances of the above behaviour should immediately report this behaviour to a staff member. Whether or not technical fouls have been called against any team official or not during the game will have no bearing on the decision to disqualify any team official under this policy.
No warnings will be given in the event of the above action becoming necessary and failure to heed the disqualifcation will result in the team disqualified official forfeiting the game in question.
In the event that a team official is disqualified durning the course of any championships, that official could be suspended for the remainder of the season. Any appeals against disqualification under this policy should immediatly be directed to CVFA mangement via email, you can find email on our website.
The heath of our game depends on the nature and development of game officials. We need to respect them and treat them accordingly, so they thrive in the job at hand. Without these people there would be no games to play.
FUTSAL POSITIONS EXPLAINED
Futsal is played with a total of five on court players per team – One goalkeeper and four players. Substitutes can be used any time during the match. By nature of the small court size all players contribute to both attack and defence play. However, there is a general rule of thumb when it comes to player positions and roles. How does your team stack up to the theory below?
GOALKEEPER (KEEPER)
Goalkeeper or Keeper as called in Futsal, Is just another position, Unlike most think that great keepers win games, In juniors especially it is encouraged that all players take turns in goals and learn the position.
(Keepers are the only position that have to be changed through the bench and coaches must inform Referee of change for safety reasons)#No keeper changes can be done on court.
PIVOT
Pivot is the last line of defence but can play a vital role in turning over the ball at pivotal points in a match and pivot runs often turn into exciting plays that often result in goals.
LEFT WING & RIGHT WING
Both wings are positioned either side of court to create a formation that can be used to help attack and defend and create passing lines for Pivot and Target to rely on. Wings are the most flexible players that rotate when a player does a rotation or changes position in play.
TARGET
The player that is positioned in formation closest to the opposition keeper, the target is also a moving position that has to move across the court to create opportunities for their teammates to come forward and score.
League Rules
It is the responsibility of each player/patron to be familiar with the appropriate League Rules for the competition played as well as the CVFA Code of Conduct/ By-Laws.
- Competition Fees
- It is the Team coach or Team Manager’s job to chase up payment and make sure everyone has paid up by round 3.
- If a player has not attempted to make payment by the start of competition (round 4), that player is ineligible for votes until he/she has completed payment.
- If by round 4 we are still waiting for the payment to be completed, the team will be affected with 2 goals being awarded to opposing team per unpaid player.
- CVFA/Sunbury Futsal do offer payment plans for families. Contact Management if this option applies to you.
- Once you play 5 games for 1 team you must pay the full registration fee, as you are then able to play finals futsal.
- Duration of game.
- U9, & U11 will play two 15 minute halves. Teams will change ends at half time.
- U13, U17, Open will play two 20 minute halves. Teams will change ends at half time.
- There will be a maximum two-minute break at half time.
- A game is started and finished by the referee’s whistle once he/she hears the siren sound.
- Point system.
- Teams shall be rewarded 3 points for a win, 1 point for a draw, and zero points for a loss.
- Teams who forfeit lose the match and concede 3 points, and 0 goals
- Teams having a win on a forfeit shall receive 3 points and 3 goals.
- Players and uniform.
- Shin pads are compulsory for all players.
- Players must have a visible number on the back of their shirt and either printed or ironed on. Numbers cannot be drawn or taped onto shirts.
- Teams will be given 3 weeks to organize there uniforms before penalties apply.
- Jewellery is not part of uniform and is not to be worn during a game. We do allow earrings to be tapped, all other visual piercings must be removed.
- All players must wear non-marking rubber soled shoes.
- Girls and kids with special needs are permitted to play an age group below their age. Special needs is defined as an individual with a mental or physical disability.
- If a team is short of court players, emergency players are permitted to make up to 5 players. Casual Players then can be called on to make a bench. Emergency players can only be players from a younger division or a player in the same age group not assigned a team.
- Ball Sizes.
- U9 will play with Size 3 Futsal Balls.
- U11, U13, U17, and Open will play with Size 4 Futsal balls.
- Futsal Balls are the only balls allowed on our courts. Please do not bring outdoor balls into the stadium.
- Finals.
- In Finals, if there is a draw at full time, teams will play until a goal is scored with an extra 3 minutes at each end. This is also known as golden goal.
- When a goal is scored the scoring team shall be the winner.
- If after the 3 minutes of extra time the score is still level, the result will be determined by a best out of 3 penalty shootout. (or until a winner is determined).
- Fouls.
a. Bad Tackling,
b. Kicking a player,
c. Pushing a player,
d. Striking a player,
e. Tripping a player,
f. Pushing from behind are illegal and are a red card offence.
g. Intentional handball on target goal will result in a yellow card.
h. Intentional handball will result in a free kick.
i. Shirt pulling or undue aggressive play is a yellow card offence and will result in a free kick.
j. Time wasting will be determined by the referee and will result in a yellow card and a free kick.
k. Kicking the ball away from the designated play position after the whistle has gone will result in a yellow card.
l. If a player receives a red card, he or she must vacate the court immediately and is suspended from playing in the competition for one week, maybe more.
m. Should a red card player, coach, or parent continue to abuse a referee after being sent off, the player will be suspended for more then the standard one week.
n. Two yellow cards in one match denote a red card.
o. Any player who receives 3 red cards in one season will be suspended from competition for the rest of the season. Any player who receives a red card will be automatically ineligible to win any Best & Fairest Award.
- Fouls, Tackling, Slide tackles, & the 5th foul penalty
- Protection of players is of paramount importance to CVFA.
- Tackles are to be clean and eyes only for the ball.
- Players cannot tackle their opponent from behind, even if the tackle is 100% clear and clean. Even if any part of the opponent’s legs are not touched or brushed against it is a free kick from behind.
- Sliding along the floor in order to reach the ball or to tackle a player increases the risk of player injury, sliding is a red card offence.
- Only a goalkeeper may slide outside of the goalkeepers’ area, provided he or she begins the slide inside the goalkeeper’s area.
- If a goalkeeper’s slide continues outside the D, the goalkeeper must not make contact with an opponent.
- A goalkeeper’s slide must not be reckless, careless or made in a manner that uses excessive force.
9. Mercy Rule for U9s/U11s/U13a
a. Mercy Rule will come into action once a team is winning by a 5 goal difference
b. Team winning by 5 goals will be asked by referee to remove 1 player to make it a 5 v 4 game on court
c. When goal difference is reduced to a 4 goal difference the team can add a player back to make it a standard 5 v 5 game on court
d. An example is score of 4 to 0, when it becomes 5 to 0 the winning team removes a player, if score becomes 5 to 1 a player can be added back to court.
e. Limit on score board is capped at a 10 goal difference, players will still get goals marked on score sheet and will be added to their online records, but score board will not be increased once 10 goal difference is achieved.
